December 10, 2024, marks International Human Rights Day, a day set aside globally to commemorate the Universal Declaration of Human Rights (UDHR) adoption in 1948.
As we celebrate this day, we recognize the fundamental role that human rights play in promoting dignity, equality, and justice for all.
At Human Rights Network for Journalists-Uganda (HRNJ-Uganda), a journalists’ rights organization, we acknowledge journalists’ crucial role as human rights defenders. They are the public’s eyes and ears, providing critical information that informs citizens’ decisions. However, the situation in Uganda is not conducive to journalists’ effective operation.
The perpetual widespread culture of impunity for crimes committed against journalists especially where security forces are involved in Uganda is alarming. Many journalists have faced harassment, intimidation, and violence while performing their duties. This has created a chilling effect, forcing many journalists to self-censor or abandon their work altogether.
Furthermore, the regulatory and legal frameworks governing the media industry in Uganda are restrictive and inhibitive. These frameworks stifle press freedom, limiting journalists’ ability to hold those in power accountable.
As a result, journalists in Uganda operate under a strict environment of self-censorship. This hinders their ability to expose corruption, promote respect for human rights, and participate in democratization.
As we celebrate International Human Rights Day, we must recognize the critical role that the media plays in enlightening citizens and shaping public discourse. With the 2026 general elections looming, the media must be allowed to operate freely to facilitate informed decision-making.
We urge the government to take concrete steps to strengthen all institutions in the country, including the media. We believe free and independent media is essential for promoting transparency, accountability, and good governance.

Their contributions have been invaluable in our efforts to defend human rights and promote a just and equitable society through safeguarding journalists’ rights.
We wish to use this International Human Rights Day, to reiterate our commitment to promoting and protecting human rights in Uganda.
We, therefore, call upon all stakeholders, including the government, civil society, and the media, to join us in this endeavor because together we can build a more just and equitable society for all Ugandans.
