HRNJ-Uganda’s Appeal to State Actors for the Protection of Journalists

HRNJ-Uganda strongly welcomes and supports UNESCO’s recent statement advocating for the protection of journalists covering protests worldwide.

In light of this, HRNJ-Uganda calls upon all state actors, particularly those within the security agencies—such as the Uganda Police Force (UPF), the Uganda Peoples Defence Forces (UPDF), the Chieftaincy of Military Intelligence (CMI), and other relevant government bodies—to uphold and safeguard the fundamental rights of journalists operating in Uganda.

We commend the instances where state actors have respected journalists’ rights during protest coverage, demonstrating that it is indeed possible to maintain public order without infringing on the rights of media professionals. However, it is deeply concerning that such instances remain the exception rather than the rule.

As a signatory to multiple international conventions, including those under the United Nations (UN), the Ugandan Government has pledged to respect and protect journalists’ rights. These commitments must be honored in practice.

As highlighted by UNESCO, journalists are vital in facilitating public debate and dialogue—crucial components of democratic processes. Ensuring their safety is critical to preserving the free flow of information.

Unfortunately, in recent months, journalists covering protests in Uganda have faced numerous attacks, including arbitrary detentions, confiscation of their equipment, and even physical violence. These actions are unacceptable and must be brought to an end.

The government bears the responsibility to guarantee the safety of journalists covering protests, in accordance with international freedom of expression standards.

HRNJ-Uganda condemns all forms of attacks and threats against journalists, recognizing that such actions undermine their legitimate role of providing the public with accurate and verified information.

We urge the government to take tangible steps to protect journalists, including offering human rights and freedom of expression training for security personnel.

Furthermore, the government must investigate and prosecute those responsible for attacks on journalists, ensuring accountability and putting an end to the culture of impunity.

HRNJ-Uganda stands in solidarity with all journalists who have been subjected to attacks and intimidation while performing their duties.

We are committed to continuing our efforts to build the capacities of journalists, ensuring they adhere to the professional code of conduct and ethical standards in their work, as a preventive measure against targeted attacks.

We call on the government to respect journalists’ fundamental rights, including the rights to freedom of expression, assembly, and association.

Journalists are not adversaries of the state but are crucial partners in promoting transparency, accountability, and good governance.

HRNJ-Uganda will remain vigilant in monitoring the situation and will report any violations and abuses of journalists’ rights.

We also call upon civil society, the international community and all relevant stakeholders to join us in demanding respect for journalists’ rights in Uganda.

Together, we can foster a safe and supportive environment for journalists to carry out their essential work, which is vital for the advancement of democracy and good governance in Uganda.

Let us unite in the effort to protect journalists’ rights and promote a culture of tolerance, respect, and accountability.
